01 — What is the Konekta Challenge?
Real deployments, real constraints, real jobs
Timor-Leste is coming online. Hundreds of sucos, schools, clinics, and village offices are being connected — and the question now is what all that bandwidth is for, and who will build with it.
The Vorakai Konekta Challenge is a national competition to find the people who can answer that question: the engineers who can install and run networks in real Timorese conditions — heat, rain, river crossings, power gaps — and the builders who can turn a connection into better healthcare, education, disaster response, and livelihoods.
This is not a generic codefest. It is built around real deployments, real constraints, and real jobs: winners receive cash prizes, equipment, and employment offers at Vorakai — the company that actually installs the dishes.
You do not need a prestigious degree or perfect English. Entries are judged on technical and practicality as well as local knowledge, and you can compete entirely in Tetum.

04 — The National Grand Challenge
Konekta ba Moris
Alongside the five tracks, every entrant may nominate their entry for the Grand Challenge: use connectivity to attack one of Timor-Leste’s defining national problems. It carries its own prize — including a funded pilot with Vorakai at real connected sites, so the winning idea does not end at the awards night. Choose one of five official problem statements.
Distance & emergency healthcare
Many sucos are hours from the nearest doctor. Design a service that uses a village’s new connection to save lives: telehealth triage, maternal-health check-in and referral — including mental health, psychosocial support, and violence prevention and reporting — emergency escalation from suco office to Dili, or medicine stock visibility. It must work on a shared satellite link, tolerate outages, and be usable in Tetum by health workers with basic digital skills.
Education beyond Dili and the classroom
Turn a school’s new connection into better learning: offline-first digital libraries in Tetum and Portuguese, remote teacher support and remote learning support, shared classes between connected schools, or exam and literacy tools for low-cost devices and disaster-resilient learning. Judged on whether a real school with one access point and forty students could use it next term.
Disaster resilience & early warning
Cyclone Seroja showed how quickly communities are cut off. Design a system that uses the national footprint of connected sucos as a disaster network: early-warning dissemination, check-in and needs-reporting for xefe suco, resilient alerting when power fails, or coordination tools linking communities, government, and responders. Assume the disaster itself degrades power and connectivity.
The Community Gateway last mile
Vorakai’s Starlink Community Gateway brings multi-gigabit capacity to a single point in a district. Design the last-mile architecture that turns one gateway into connectivity for an entire town or cluster of sucos — distribution, fair-use and QoS, interoperation with existing telco and fibre networks, power that survives grid instability, and a sustainable local operating model. The strongest entries treat the hardest-to-reach community, not the district town, as the proving ground.
Tetum-first AI for public services
Almost no AI speaks Tetum, and almost all of it assumes fast, reliable internet. Design an AI-powered service that works for Timorese people in the language they actually speak, on the connections they actually have: a citizen assistant for government information and processes, a support tool for health workers or teachers, agricultural advice for farmers, or a Tetum literacy companion. Entries must confront the hard part honestly — what the AI is allowed and not allowed to do, how errors are caught, who is accountable when it is wrong, and how the service degrades gracefully to menus, cached answers, or a human when the model or the connection fails.
What every Grand Challenge entry must show
None of the problem statements has a model answer. Every entry must demonstrate these, and finalists will be tested live on them.
- Problem definition — evidence of who is affected, how badly, and why existing approaches fall short — you may back your idea with credible data
- Assumptions & evidence — what is known vs guessed, and how the riskiest assumption would be tested cheaply
- Trade-off analysis — at least two credible alternatives considered and rejected, with honest reasoning
- Failure-mode thinking — how the solution fails technically, financially, and socially, and what the design does about it
- Live adaptation — at the finals, judges will change one major constraint (budget, power, policy, or geography) and you must reason through the impact on the spot
05 — How the competition works
Three stages
Online
12 September – 6 OctoberLow barrier to enter, designed to work on mobile data, with offline upload windows if your connection is poor. You submit:
- The application form — your details, track, and your idea and prototype
- A 90-second phone video in Tetum, Portuguese, or English: “A connectivity problem I have seen in my municipality”
- Your CV — one page is enough
- A timed technical challenge in your track, plus an optional Python/JavaScript task for the Build track
Approximately 40–60 finalists go through, as individuals or teams of 2–4, with guaranteed municipal representation.
Four weeks
7 October – 12 November- Mentoring from Vorakai’s own field and support teams
- Sandbox access: Starlink documentation, sample topologies, mock suco constraints
- Optional in-person Saturday labs in Dili (Branditall Complex, Surik Mas)
- Deliverable: a working demo, a 5-page deployment plan, and a 3-minute pitch video
At the end of the sprint, deliverables are judged as an elimination round and the field is cut to the Top 15.
Dili
5–6 December- Day 1: live demo, technical interrogation, and a field scenario — weather delay, failed mount, power cut, an unhappy xefe suco, and a government network requirement, all in one exercise
- Day 2: public showcase, awards, and on-the-spot interviews for Vorakai roles
- From the Top 15 onward the competition becomes individual — each remaining entrant is judged and ranked on their own performance
Travel stipends are provided for finalists from Viqueque, Oecusse, Ataúro, and other municipalities — the competition selects for the best, not for closest to Dili.

08 — Eligibility & rules
Who can enter, and on what terms
- Age 18+ for the main challenge; 16–17 with guardian consent for the Youth prize
- Open to Timor-Leste citizens, residents, and Timorese diaspora
- A small regional lane (Indonesia, Australia, CPLP countries) for entrants who commit to work in Timor-Leste for at least 12 months if hired
- Individuals or teams of up to 4 — individual scores are recorded, so Vorakai can make an offer to one person from a team
- Submissions accepted in Tetum, Portuguese, or English; finals presentations may mix languages — there are no English-only interviews
- Intellectual property in your entry remains yours; Vorakai receives a right of first negotiation to pilot winning solutions
- All entrants consent to Vorakai filming and publishing competition content

- Attach your one-page CV.

10 — Frequently asked questions
Before you enter
Do I need to have built something already?
No. “Idea only” is an accepted prototype status at Stage 1 — the 4-week Build Sprint exists so finalists can build, with mentors from Vorakai’s own teams.
Can I enter in Tetum?
Yes — at every stage, including the finals. There are no English-only interviews, and “Best Tetum-first product” is one of the special prizes.
I live in Oecusse, Ataúro, or a rural municipality. Is this really for me?
Yes. Municipal representation among finalists is guaranteed, travel stipends to the Dili finals are provided, and “Best solution from outside Dili” has its own prize.
Can I enter with friends?
Yes — teams of up to 4. Individual scores are recorded too, so a strong individual performance inside a team is still seen.
What does the employment prize actually mean?
Winners receive offers of engagement at Vorakai — for the Grand Prize, a fast-track offer with a 12-month guaranteed contract. Offers are subject to Vorakai’s standard terms and role matching, as set out in the competition rules.
Can my solution use AI?
Yes — in any track, and there is a dedicated AI & Data track. What matters is that it works in real conditions: a shared satellite link, outages, low-cost devices, and Tetum-speaking users. An AI assistant that answers a health worker’s question in Tetum, offline-tolerant and on a cheap phone, beats an impressive demo that needs perfect connectivity.
Is this a one-off?
No — the Konekta Challenge is designed to run annually, and every finalist is reviewed by Vorakai hiring managers within 10 days of the finals.
What if I’m 16 or 17?
Enter the Youth / First-Code prize (ages 16–22) with a guardian’s consent — a separate junior lane feeding training pathways.
